How should Icon Water invest in Canberra's future?
Every day, Canberra relies on safe, reliable water and wastewater services. As our city grows and community expectations change, we need to make decisions about where to invest over the next five years.
This interactive bill simulator puts you in the decision-maker's seat. You'll see how different investment choices could affect the average household water bill and help us understand what matters most to our community.
Your feedback will inform the development of Icon Water's next Price Proposal, which is submitted to the Independent Competition and Regulatory Commission (ICRC) every five years. This proposal outlines how much we plan to invest in maintaining and improving water and wastewater services, and what that could mean for customer bills.
We are exploring a range of investment opportunities, the Water Bill Simulator asks for your views on six key priorities. By sharing your preferences, you'll help us balance affordability, service reliability, growth, innovation, and environmental outcomes for the ACT.
The investment areas include:
- Providing customers with better access to water and wastewater information
- Expanding the rollout of digital water meters to help customers better understand and manage their water use
- Building new water and wastewater infrastructure to support Canberra's growing population
- Improving the reliability and resilience of water and wastewater services
- Reducing response times for outages and repairs
- Delivering projects that enhance the natural environment, beyond our core environmental obligations

ACT residents aged 18 years and over who complete the simulator can choose to enter the draw to win one of five $200 cash prizes.

Why might bills increase even if no new investments are made?
Even if investment levels remain unchanged, customer bills may still increase over time due to inflation and the rising costs of operating, maintaining and replacing essential water and wastewater infrastructure.
Our Price Proposal to the ICRC sets out the funding required to continue delivering safe and reliable services, maintain critical infrastructure, and support the level of investment preferred by our community.

By submitting a response to this survey, you agree to the following terms and conditions.
1. Eligibility
- Entry is open to residents of the Australian Capital Territory (ACT) aged 18 years and over.
- Employees and contractors of Icon Water and their family members are not eligible to enter.
- No purchase or payment is required to enter.
2. How to Enter
- To enter, participants must complete and submit the survey during the Promotional Period.
- Only one entry per person will be accepted.
- Incomplete or duplicate entries or otherwise entries that are unable to be assessed may be deemed invalid
3. Promotional Period
- Entries must be received between 26 August 2026 and 9 October 2026 (the Promotional Period). Entries received outside the Promotional Period will not be eligible.
4. Prize
- Each of the five (5) winners will each receive a pre-paid gift card to the value of $200 AUD.
- The total prize pool is $1000 AUD.
- Prizes are not transferable, exchangeable or redeemable for any other benefit.
5. Prize Draw
- Winners will be selected by random draw from all eligible entries received during the Promotional Period.
- The draw will take place on or after 9 October 2026
- Winners will be notified using the contact details provided as part of the survey within five (5) business days of the draw.
- If a winner cannot be contacted or does not claim their prize within 30 days of notification, the Promoter reserves the right to conduct a redraw.
6. Privacy
- Personal information collected as part of this survey and prize draw will be collected, used, stored and disclosed by the Promoter in accordance with the Privacy Act 1988 (Cth) and Icon Water's Privacy Policy.
- The Privacy Policy explains how participants may access or correct their personal information, make a privacy complaint and how such complaints will be handled.

- Your responses will be collected by the host of this Water Bill Simulator tool, Delib.
- Your responses will be sent to our third-party consultant, SECNewgate, who will manage and store the data on behalf of Icon Water.
- After Delib securely transfers the dataset to SECNewgate, the data held by Delib will be automatically destroyed.

- Once the Water Bill Simulator closes, SECNewgate will securely transfer the dataset to Icon Water, including your email address and post code.
- Your information will not be shared with anyone else unless you give your consent, or the law requires us to do so.

7. General
- Participation in the prize draw is voluntary and is offered solely as an incentive to complete the survey. The prize draw is not intended to influence the content of participants' responses. Each eligible entry has an equal chance of winning regardless of the views or feedback expressed in the survey.
- The Promoter reserves the right to verify the validity of entries and the identity of entrants.
- The Promoter may disqualify any entrant who tampers with the entry process or submits an entry that is misleading, fraudulent or otherwise contrary to these Terms and Conditions.
- If this promotion cannot proceed as planned due to circumstances beyond the reasonable control of the Promoter, the Promoter reserves the right to modify, suspend or cancel the promotion, subject to applicable laws.
- To the extent permitted by law, the Promoter is not liable for any loss, damage or injury suffered in connection with participating in the promotion or accepting a prize.
- The Promoter's decision in relation to all aspects of the promotion is final and no correspondence will be entered into.
